Determining Who Must Be Included on the Certified Payroll Reports
If any of the following apply, it is required to include the employee on the Certified Payroll Report:

Any Owner or Partner of the company who is performing construction work on the project.

Any employee who is performing construction work on the project, including trade journeyman, apprentices, trainees, watchmen, guards and traffic control personnel.

Any working Foremen or Supervisor who is performing construction work on the project. Foreman or Supervisors that are not performing any of the construction work are not required to be reported on the certified payroll report.

Apprentices and Trainees are the only employees that are not required to be paid the minimum base rate of a specific Occupational Title, as long as they are enrolled in an approved apprenticeship or training program. An approved apprenticeship is one that is registered with the United States Department of Labor, Bureau of Apprenticeship and Training, or with a State Apprenticeship Agency that is recognized by the United States Department of Labor.
