SERVICES WE PROVIDE


Planning

  • The development of Master Plans for the Springfield and West Plains campuses and the Fruit Experiment Station at Mountain Grove.  These documents serve as the basis for the expected growth of the campuses for the next five years.  The documents are used for many purposes including working with the local communities to guide growth in and around the university.

  • Work with the clients (university departments) to assure that the needs of the client are met.  Many within the campus community are not familiar with the process needed to obtain new or renovated facilities.  This office works with the requesting department to guide them through this process in order to assure a successful project that is completed following all applicable federal and state laws, and compliance with established university policies. 

  • Development of sustainable design elements within facilities.  The university, being a member of the United States Green Building Council, recognizes the importance of sustainable design.  This office helps guide the university through the design and construction of projects to allow the best sustainable ideas to be incorporated into the projects leading to LEED certified facilities.

  • Guide the selection of architects, engineers, and landscape architects to ensure that the best qualified consultants are hired for each project.  This process, based upon state requirements, uses the qualification based selection process or QBS.  This office maintains an extensive database of consultants desiring to work with the university.

  •  Development of the annual capital appropriations budget.  This office, working with others, assists in the development of the capital appropriations budget submitted to the state each year.  This document establishes the needs and their costs with respect to faculties to the state of Missouri.

  •  Working with the local communities.  This department, along with others within the university, works closely with the City of Springfield, the City of West Plains, and many community organizations to provide a positive image of the university to the community.  There are many joint City of Springfield/Missouri State University projects that are ongoing where all organizations benefit by working closely together.  Working with the City of West Plains, many improvements have been accomplished by working together.  Working with local neighborhood organizations, a better understanding of each others needs and desires are accomplished without raising the level of anxiety. 

Design

  • Overseeing the development of the design for a new or renovated facility for the campus.  The design is reviewed for compliance with all university standards.  Each project is closely monitored to be within the established budget for the project.  At each step or phase of the design work, the budget is reviewed and no work is allowed to continue until the project is within the budget.

  • Development of campus standards.  This department works with the campus community to develop and maintain campus standards.  These standards lead to a unified look on the campus by visually tying the different elements together as well as leading to easier maintenance and high quality facilities.

  • Building code officials for the university.  Being a state institution, the university is outside the jurisdiction of the local building code authority.  Since the state does not have established, recognized state-wide building codes, it becomes the responsibility of the university to act as their own code authority.  This office has been designated as that authority and is responsible to assure that all new and renovated facilities are designed to meet current codes and to review any existing conditions on campus for code compliance.  In addition, this office is tasked with the responsibility of assuring the university complies with all aspects of the American with Disabilities Act with respect to the built environment.

Construction

  •  Working with the construction industry.  This department meets regularly with the local construction industry in order to provide a construction environment that leads to competitive, cost effective bids.  The construction community has been invited to participate in various activities on campus including the development of campus policies and regulations.  By including these groups in the development of these requirements, the needs of both sides are discussed leading to policies that effectively help all groups involved.
  • Physical implementation of facility design.  This department leads the construction activities of contractors and consultants during the construction phase of building, renovation, and infrastructure projects. 

  • Providing periodic reviews during the construction process.  To assist other departments, this office is tasked with the periodic review of projects to ensure compliance with all aspects of the project.  Compliance with the intent of the project is stressed during these reviews.
